    Germans and the Euro: Can't Live With It, Can't Live Without It (Time.com)

    If it's the big picture you're after, Frankfurt is the only destination in Germany. Most German cities are low-rise, fashioned from timber, stone and brick, though concrete and steel have been widely deployed to plug gaps left by Allied bombing raids. But the city on the Main didn't just repair and restore. It reached for the sky, and in the process helped to power the Wirtschaftswunder, Germany's postwar economic miracle. "Bankfurt" or "Mainhattan," nicknames coined as shining towers rose up to accommodate the core of Germany's financial services industry, is home to the world's fifth largest stock exchange, the national or European headquarters of 218 banks, a thicket of hedge funds and major insurance companies and the Deutsche Bundesbank, Germany's central bank.

    It was also the natural choice for the location of the headquarters of the European Central Bank (ECB), responsible for monetary policy in the euro zone and now struggling after emergency bailouts of Greece, Ireland and Portugal and amid fears over Italy and Spain and of Greek default - an economic pileup that threatens the existence of the European currency itself, and one which ECB president Jean-Claude Trichet has called "the worst crisis since World War II." Like that war, the crisis threatens havoc on a global scale, visiting destructive forces not only on Germany itself and the 16 other countries signed up to the euro but on the rest of Europe and Europe's largest trading partners, including the U.S. and China.     Now as then, Germany is at the epicenter. "The euro is much, much more than a currency. The euro is the guarantee of a united Europe. If the euro fails, then Europe fails," Chancellor Angela Merkel told her parliament on Sept. 7. But what Merkel has been more reluctant to acknowledge is that Germany, as the biggest player in the euro zone, has no choice but to determine the fate of the euro zone, whether by doing a lot or doing not very much at all. On Sept. 29, parliament will vote on expanding the bailout fund, raising Germany's contribution from $168 billion to $287 billion, almost half the total. The measure is expected to squeak through, but won't be enough to restore confidence and stability. That requires a fundamental change in the way the euro zone operates.

    And Germany is in the hot seat. After two world wars in the first half of the 20th century, the European project tamed German national ambitions. Saving the project appears to require Germany to do the very things the E.U.'s creators aimed to prevent: take a dominant role in Europe and stamp out many remaining national quirks. For the euro to survive, the thinking goes, the profligate peoples of the weaker euro zone countries have to be made to behave like sensible Germans. "It was expected with the start of European Monetary Union that peer pressure would work, but it has not worked," says J?rgen Stark, the ECB's former chief economist, who spoke to TIME just hours after abruptly resigning his post on Sept. 9, panicking already jittery markets. Stark, Germany's top representative at the bank, cited personal reasons but the move was widely interpreted as a protest against the bank's policy of buying sovereign debt to prop up ailing euro zone economies.     The sickest of these economies is Greece, a favored holiday destination among Germans, which has become something of a pariah among Frankfurters. "I'm fed up with working hard so the Greeks can sit in cafes and drink coffee with brandy all day," grumbles Uli, who hawks traditional beer steins to business-minded Frankfurt's rare tourists. "We're slaving while Greece parties," agrees Jens, a sausage vendor whose stand proclaims his product as "the best Wurst in town." He advocates letting the euro - and even the European Union - dissolve like fat on a griddle. At 28, he feels Germany "worries too much about history and too little about the future."

    On the upper floors of Frankfurt's highrises, Germany's central bankers, financial chiefs and corporate masters understand how alluring that point of view can be, and why that means it's even more vital that Germany remain anchored in Europe. "The viewpoint from a German taxpayer's perspective is 'Why should I write a check to Greece if I don't know if the money will ever come back?'" says Martin Blessing, CEO of Commerzbank, Germany's second largest financial institution. "Germany underwent significant restructuring efforts over the last 10 years, which was tough. All our labor costs basically stayed the same, but in Greece they increased." Yet Blessing says this overlooks Germany's role as Greece's eager enabler. "We exported a lot of products to Greece. In effect we as an economy gave them a vendor loan. The exporter gives credit to the importer hoping that it will be repaid later."

    A Greek default would put an end to those hopes for repayment - and has raised fears over the entire future of the euro. The common currency faces a dual threat: from weaker countries, who could choose to exit rather than undergo the painful, radical restructuring demanded of them, and from stronger nations such as Germany, who may opt out because the cost of staying in the currency threatens to outweigh the benefits of membership. But while the euro zone bailouts are onerous, membership still has great benefits in the form of a substantially weaker currency, which is essential to an exporting nation, and Germany's relatively robust economy is built on its exports, more than 40% of which go to other euro zone countries. The last thing Germany wants is to be lumbered with a strong currency, which it would undoubtedly get if the country tried to go it alone. "We have to think about what it would mean to exit the euro. What would happen in a scenario in which a reintroduced Deutschmark appreciated for example 30% within three months?," says Blessing. "How would that affect German exports and the country's workforce?"

    That concern is shared by Isabel and Tobias Hahn, cousins who jointly run the family-owned Glasbau Hahn, a glassworks in the suburbs of Frankfurt. As an example of Germany's traditional small and medium-sized Mittelstand companies, it reflects the nation's economic strengths - and its vulnerabilities. The company makes display cases for museums - commissions have included the vitrines covering Tutankhamun's mummy in Luxor, Egypt and Abraham Lincoln's hair at Chicago's Museum of Science and Industry - as well as louvered windows and specialist glasswork. "My father always says, the bad ideas come up trumps and the good ones never work," she says.

    That description might be also said to fit the single currency, although the directors of Glasbau Hahn still consider the euro a good idea that could and must be made to work. "If Europe slides back into individual currencies, then I don't believe it will be possible to maintain the continent's living standards or economic strength," says Tobias.     Germany's labor market remains strong, with unemployment standing at 7%, but economic growth has stalled and government debt is mounting. Tensions in the governing coalition are worsening. After parliamentary elections in 2009, Merkel's Christian Democrats and Bavarian sister party the CSU formed a coalition with the Free Democratic Party (FDP), an economically liberal party that presents itself as the champion of the Mittelstand. The constellation was expected to be able to govern more decisively than Merkel's previous "grand coalition" with the Social Democrats (SPD). The opposite has proved true. Poor results in state elections have increased friction between the governing parties and dissidence within their own ranks. On Sept. 18, the FDP chalked up its worst result since World War II in the Berlin state election, losing its representation in the state parliament. Merkel's own party performed badly too.

    If that weren't enough to instill extra caution in Germany's characteristically cautious Chancellor, there's the legacy of Germany's expansionist history to contend with. Gunther Hellmann, a political scientist at Frankfurt's Johann Wolfgang Goethe-University, says, "you instantly gather the connotations that come along in the German context when you're talking about 'F?hrung' - leadership." Hellmann says she's in a no-win situation. "If you take leadership, and tell others 'this is where we should go,' there will be outcry," He says. "If you proceed carefully, it's 'no leadership from Germany.'"

    Ironically, if Merkel is to lead euro zone countries to safety, her first duty is arguably not to expand German sway but to cede further power to the European Union and to persuade other nations to do the same. "With the European Union, we Europeans have realized a dream for ourselves. We live in peace and freedom. That naturally entails giving up some powers to Brussels, which isn't always pleasant," Merkel told TIME in an interview at the end of 2009. "But it's necessary. The greatest consequence of globalization is that there aren't any purely national solutions to global challenges." She did not foresee how severe those challenges might be or how many powers she might be called upon to cede if the euro zone is to remain intact. It has become clear that the single currency can only work if there is a greater degree of fiscal and political union among its 17 members.

    The break-up of the euro zone is a prospect so chilling to Washington that U.S. Treasury Secretary Tim Geithner traveled to Poland earlier this month to urge European finance ministers to step up their response to the crisis. "They recognized the need to escalate. They're going to have to put a much more powerful financial framework behind this," he told ABC News in a Sept. 26 interview. But although markets surged on Sept. 27 after a meeting between Merkel and Greek President George Papandreo amid talk of a new rescue plan, its outlines are hazy and dealt a blow to Merkel's chances of winning the Sept. 29 vote to ratify the existing plan as members of her government balked at the idea of heftier commitments further down the line. And any plan - whether it involves pooling powers or dipping deeper into pockets - will have to be ratified by national parliaments.

    Stark, the ECB's outgoing Chief Economist, offers a deceptively simple prescription for breaking the logjam. "We have always made good progress in European integration when European politicians set targets and exact dates," he says. "This worked with the single market in 1993. There was a target to achieve the single market in 1993. And then with the single currency which started in 1999. So why not set new targets, be more ambitious?" His proposal: the 17 euro zone countries should "move ahead, leaving others behind" in the push for integration, perhaps appointing a joint finance minister.     That's the sort of big idea that it's easy to deliver from above. On the streets of Frankfurt, it's a harder sell. "They say we have to save this," says Jens, the sausage seller, holding up a euro coin. "I say, Tell me how many of these it will cost me to save this. And they can't answer."

On Wednesdays, they do a recovery workout that raises the heart rate. ?We?ll go through some hurdles,? says Dillman, ?and we?ll do some drills in the swimming pool.? Just don?t go all out. Regeneration days are meant to keep you fresh.

    ACTIVE REST:
    NFL players add extra exercises in between sets of their major movements. ?My philosophy is to keep the tempo up at all times because you get some type of metabolic training within your training,? says Dillman. Do abs or the kind of prehab work you know you should be doing but never get around to. ?If we?re working for an hour,? says Dillman, ?we want to get an hour and a half of work in.? So use your rest periods. Try jumping rope, if nothing else, in between your sets.

    Goldman may make deeper cuts, report says

    The turmoil that has hit financial markets, dragging $104 billion out of equity funds from June through August, may also strike a blow at Goldman Sachs' profits, The New York Times reported Tuesday.

    The investment bank -- once described as a "vampire squid wrapped around the face of humanity"?-- is expected to?make deeper?cost cuts than the $1.2 billion it initially predicted it would need to take by?the middle of next year,?the newspaper's?"Dealbook" blog reported. It cited people briefed on the situation who were not allowed to speak publicly about it. They told the newspaper that the cuts could rise by $250 million, to a total?$1.45 billion.

    The cost cutting would be hitting the ranks of its investment bankers harder than initially expected,?too: Goldman was already contemplating shedding 1,000 jobs. Besides layoffs, the bank could be slashing pay too, the Times reported, saying that Goldman may have one of its worst quarters since going public 12 years ago.

    Even the firm's shrubbery is not immune, the report said:

    James P. Gorman, the chief executive of Morgan Stanley, faced questions about plants at a town hall meeting this summer. An employee told Mr. Gorman that he had noticed decidedly less greenery around the office.

    ?Every dollar we don?t spend is a dollar available for the bottom line,? Mr. Gorman responded.

    Ford Mustang by Prior Design

    The fifth generation Ford Mustang was born in 2005 and was given a refreshed look a year ago. Why are we telling you this?

    Because for some tuning companies, it?s never too late to build a program for a car that has already gone through a facelift. This is what Prior Design has done to the Ford Mustang, specifically those ?Stangs that were built prior to the 2010 facelift.

    Performance upgrades notwithstanding, Prior Design is offering an extensive aerodynamic package for the 2009 Mustang, one that comes complete with plenty of new body kit parts. There?s an entirely new front bumper with bigger air intakes. There are a pair of new side skirts that have been completely modified. And then there? a newly styled rear bumper. Put together, it gives the Mustang a sportier and more aggressive look.

    Prior Design?s new package for the Mustang is suitable for all the variants of the muscle car, but the company nevertheless suggested that the best Mustang version to receive their new aerodynamic package is the GT500 model.

    The GT500 is powered by a 5.4-liter supercharged V8 that produces 500 horsepower and 480 lb/ft of torque and mated to a six-speed manual transmission. With that much breathing stallions under its hood, we can?t say that we disagree with these guys.

    But even if you don?t have a GT500, any and all 2009 Mustangs will look good with Prior Design?s new aerodynamic package.

    Sunday presented one of most compelling slates of games in a long time, with hyped contests living up to their billing and, ultimately, 11 of 15 games being decided by seven points or fewer.

    From that many great games, it would be easy to draw 50 interesting story lines.

    For now, we?ll limit it to 10.

    1.? Vick shouldn?t worry about drawing flags.

    After a 29-16 loss to the Giants that dropped the Eagles to 1-2, Philly quarterback Mike Vick complained about the fact that he hasn?t drawn more flags for roughing the passer.? But Vick should worry less about getting hit and receiving 15 yards and more about not getting hit as much as he gets hit.

    He?s still reckless with his body, and in a season featuring plenty of quarterbacks who are racking up hundreds of yards of passing by making fast decisions, Vick needs to process information more quickly and get rid of the ball.

    As to the notion that he?s not the beneficiary of calls that other quarterbacks are getting, Vick is simply wrong.? In last week?s 10-pack, we pointed out that several big-name quarterbacks took big-time hits without big-yardage penalties being called.? Patriots quarterback Tom Brady took a low hit to the knee against the Chargers, with no flag thrown.? Ditto for one of the two low hits absorbed by Steelers quarterback Ben Roethlisberger against the Seahawks.? And Falcons quarterback Matt Ryan suffered a blatant helmet-to-helmet hit against Vick?s Eagles, with no penalty.

    Vick should worry about things he can control, not things he can?t.? With two injuries in two weeks, the ideal outcome isn?t taking a hit and getting a flag.? It?s not taking the hit.

    2.? Calvin Johnson rule continues to create confusion.? (And yes, there?s an echo in here.)

    In an effort to clarify the rules that apply when a receiver receives the ball while going to the ground (or being dragged to it), the league once again has failed to make the situation any less confusing.

    A player must catch the ball, get two feet down (or a body part other than a hand), and possess the ball long enough to make a football move, regardless of whether a football move is actually made.? If the player is going to the ground, he must maintain possession of the ball through the act of landing.

    So why did the go-ahead touchdown in the Giants-Eagles game, courtesy of a touchdown pass to receiver Victor Cruz, count?? Good question.

    The league?s position seems to be that if, in the process of going to the ground, the receiver takes the ball across the plane of the goal line, he doesn?t need to maintain possession when he lands in the end zone.? And that seems to conflict with the plain language of the rule.

    Supposedly, the rules for making a reception are the same regardless of whether the player is in the field of play or in the end zone.? So why does a different rule continue to apply when the player happens to be falling into the end zone?

    At some point, the league needs to throw the entire rule out and start from scratch with a procedure that better reflects common sense and the reasonable expectations of those who watch, coach, and/or play the games.

    3.? No-huddle offense not used as much as it should have been.

    So with the league huffing and puffing when it comes to the question of defensive players faking injuries in order to take some of the steam out of a no-huddle offense, this would be the perfect weekend for offenses to shift into no-huddle overdrive, right?

    Right.? But that?s not how it played out.

    The research staff at Football Night in America advises that a no-huddle offense was used only five times in Sunday?s 15 games.

    The Pats went no-huddle midway through the second quarter, culminating in a Tom Brady touchdown pass to Rob Gronkowki.? The Pats used it again in the third quarter, resulting in a Brady-to-Danny-Woodhead touchdown.

    In Seattle, the Cardinals went no-huddle in the second quarter, with Kevin Kolb eventually finding Larry Fitzgerald for a touchdown.? The Seahawks also opened the second half without huddling.? They scored a touchdown on the drive, with quarterback Tarvaris Jackson running it in.

    Finally, the Raiders opened their game against the Jets in no-huddle, with a Darren McFadden touchdown capping the effort.

    That?s five no-huddle drives, five no-huddle touchdowns.? And no no-huddle injuries to defensive player, real or otherwise.

    We?ve got a feeling we?ll be seeing more of the no-huddle offense.

    4.? Torrey Smith has a Randy Moss-style debut.

    Ravens rookie receiver Torrey Smith played in the first two games of the season, but with Lee Evans playing the role of field-stretching receiver, Smith didn?t get many reps in the offense.? With Evans out on Sunday due to a lingering ankle injury, Smith got his opportunity.

    And he made the most of it.

    Smith had three catches for 133 yards and three touchdowns.? In the first quarter.

    It was a debut that conjured memories of Randy Moss, who torched the Cowboys with three catches for 163 yards and three touchdowns on Thanksgiving in 1998.

    The difference this time around is that few people were watching the Ravens-Rams game, a CBS late-afternoon regional broadcast on a day that featured a FOX doubleheader.? If it had happened on national television and/or in prime time, Torrey Smith would have been the toast of the league this week.

    Instead, he?ll simply be the toast of Baltimore.

    5.? Tom Jackson gets it wrong on Jermichael Finley.

    During ESPN?s Sunday NFL Countdown, Tom Jackson proclaimed that Packers tight end Jermichael Finley will have a hard time against the Bears.

    Given that I?d actually done some research on last year?s Week Three game between the Packers and Bears at Soldier Field, which coincidentally was aired on Jackson?s network, in preparation for Friday?s PFT Live, I knew that Finley had 115 receiving yards against Chicago in that game.? So I pointed it out on Twitter, and Finley noticed it.

    Did he ever notice it.

    Finley filleted the Bears for three touchdowns on Sunday, which possibly will force Jackson to claim that he was merely trying to motivate Finley.

    Look, we all make predictions.? And at some point everyone is going to be wrong.? But Jackson (or the producer that planted the idea regarding Finley into his head) didn?t bother to pull up the box score from last year?s game to see that Finley has a recent history of eating the Bears? lunch.

    It?s fitting, we suppose, that the blunder occurred on the same day that the Bills beat the Patriots since that 31-0 pasting of the Pats in 2003, which prompted Jackson to declare that the Patriots hate their coach.

    6.? Vikes know how to start, not finish.

    One team that both the Bears and Packers could sweep this year has shown that it knows how to play very well in the first half of games, outscoring its opponents 54-7.

    But in the NFL the games are played for 30 more minutes after halftime, and the Vikings have now blown leads of 10, 17, and 20 points.

    It would be easy to say that the Vikings need to only step it up in the second half.? However, the frustration of ultimately losing each week eventually will cause the Vikings to have both a bad first half and a bad second half.

    Something has to give this weekend.? The 0-3 Vikings visit the 0-3 Chiefs.

    7.? Players jumping into the stands will eventually get the NFL sued.

    When the NFL beefed up the rules regarding things players can and can?t do after scoring touchdowns, the league provided an exemption for the Lambeau Leap and its variations in other stadiums.

    Eventually, the league will regret that decision.

    At some point, some player is going to do a reverse stage dive into the front row and injure a fan by striking him or her with shoulder pads, cleats, a helmet, or some other part of the players? body.? That thought immediately came to mind on Sunday, when Darren McFadden pulled a Jack Black in School of Rock maneuver after entering the end zone at the Black Hole.

    We know, we know.? I?m just being a lawyer, worrying about killing everyone?s fun with concerns like reasonable prudence and customer safety.? But an injury is eventually going to happen, and here?s hoping that when it does the league won?t offer up some lame assumption of the risk or comparative negligence defense premised on the fact that the fan knew or should have known that large men in full uniform may choose to take a header into the front row.? Instead, the league needs to break out the checkbook and fairly compensate whoever was injured in the name of allowing the NFL to broadcast on a weekly basis images of players having close encounters with the fans.

    8.? Heidi game, revisited.

    The infamous Heidi game of 1968 featured the Jets visiting the Raiders, with the Jets leading as NBC cut to regularly-scheduled programming at 7:00 p.m. ET.? The Raiders scored one touchdown to go ahead, and another touchdown after the Jets fumbled the ensuing kickoff.? And no one in the East Coast saw it.

    This year, a tie game between the Jets and Raiders had a similar exchange.? Oakland took the lead on a 25-yard touchdown run by rookie phenom Denarius Moore, and Jets cornerback Antonio Cromartie mishandled the ensuing kickoff.? The Raiders recovered, and a 17-17 tie became a 31-17 Oakland lead.

    The difference this time?? There was still a full quarter to play.? And the Jets thereafter made it interesting.? But it was hard not to think about 1968 when the Raiders broke the game open with those back-to-back scores.

    9.? ?Suck for Luck? could be key to getting Cowher.

    The Dolphins reportedly aren?t ready to fire coach Tony Sparano after falling to 0-3.? Eventually, however, Sparano will be the former coach of the Dolphins, barring a dramatic turnaround.

    And with so much speculation regarding the question of whether a team will deliberately lose late-season games in order to get in position to land Stanford quarterback Andrew Luck, there?s another reason for the Dolphins to be tempted to give it a try.

    Former Steelers coach Bill Cowher is believed to be interested only in joining a team with a very good quarterback situation.? We can?t imagine a situation much better than launching the career of Andrew Luck.

    Thus, if Dolphins owner Stephen Ross hopes to woo Cowher, Ross will need someone better at quarterback than Chad Henne.? Ross possibly will need Andrew Luck in order to seal the deal with Cowher.

    10.? Spagnuolo needs to win some games.

    Though it?s far too early to seriously question the long-term job security of Rams coach Steve Spagnuolo, it?s worth pointing out that his team is 1-6 in its last seven games.

    It?s also worth pointing out that, this year, his team has been outscored 96-36, which translates to an average margin of 20 points per game.

    It?s also worth pointing out that the Rams still must play the Redskins, Packers, Cowboys, and Saints before finally getting to play an NFC West foe.

    And so 0-7 (and 1-10) remains a very real possibility.

    Making the new Rams look a lot like the Rams of the recent past.

    Oklahoma University College of Engineering hosts International WaTER Conference

    The WaTER (Water Technologies for Emerging Regions) Center at the University of Oklahoma is bringing together researchers and advocates from around the world to focus on the life-sustaining resource, clean water. The center reports that more children die each year due to unsafe water, inadequate sanitation and poor hygiene than AIDS and malaria. This is not due to water scarcity, but rather poverty, inequality and government failures.

    The center will address both the technical and non-technical water and sanitation issues at the 2011 International WaTER Conference, scheduled for Oct. 24 and 25 at the Oklahoma Center for Continuing Education on the OU Norman campus. The two-day conference includes local and international speakers, breakout sessions, and poster and paper sessions in fields of social entrepreneurship, behavioral change, water technologies, climate change, and hydro-philanthropy in the developing world.

    The highlight of the conference will be a lecture by and presentation of the OU International Water Prize to Ben Fawcett, a professor and environmental health engineer at the University of Queensland, Australia. He is the co-author of "The Last Taboo: Opening the Door on the Global Sanitation Crisis." Fawcett was selected for the Prize to recognize his three decades of focus on providing access to water and sanitation for the billions of people without these basic necessities.

    The conference also will feature water and sanitation experts Ned Breslin, Water for People; Annette Johnson, Swiss Federal Institute of Aquatic Science and Technology; Dennis Lettenmaier, University of Washington; John Oldfield, Water Advocates; Kurt Soderlund, Safe Water Network; and Peter Winch, Director, Social and Behavioral Interventions Program, Johns Hopkins University.
