Oscars 2012 Predictions: Best Actress

'The Help' star Viola Davis will likely help herself to a statuette on Sunday.

The Oscars love nothing more than a role that allows an actress to a) portray a historical figure or b) completely transform herself physically. (And, lest we forget, some combination thereof, i.e. Charlize Theron's chilling turn as serial killer Aileen Wuornos in 2003's "Monster"). This year's Best Actress field is no exception, with four of the five nominees falling squarely into one of these categories.

Representing real-life ladies we have Meryl Streep as first female British prime minister Margaret Thatcher in "The Iron Lady" and Michelle Williams as breathy blond bombshell Marilyn Monroe in "My Week With Marilyn." In the transformation category is Rooney Mara, all pierced and tatted as punk-hacker Lisbeth Salander in "The Girl With the Dragon Tattoo," and Glenn Close playing a woman playing a man in the period drama "Albert Nobbs." And the wildcard nominee? "The Help" star Viola Davis.

Yet, despite her non-conformity, Davis may just be the lady going home Sunday night with Oscar. Can anyone top her? Here are our predictions for Best Actress.

Who will win: The big-screen adaptation of Kathryn Stockett's 2009 novel has been riding a wave of accolades this awards season, notching several wins at the Screen Actors Guild Awards, including awards for Davis, co-star Octavia Spencer and the entire ensemble cast. (In fact, we've already predicted a win for Spencer in the Best Supporting Actress category too.) Despite Williams and Streep both scoring Golden Globes for their respective roles, we expect Davis triumph thanks to her moving portrayal of Southern maid Aibileen Clark in this racially charged, yet uplifting film.

Who should win: Davis is a strong contender to be sure, but going on sheer dedication alone, the trophy should go to relative newcomer Mara. The girl pierced her nipple for goodness' sake! Mara has so embodied Stieg Larsson's embattled heroine that we've been having a hard time separating her on-screen persona from her off-screen, as she continues to walk carpets sporting Salander's raven locks and even darker wardrobe. Sure, the film didn't perform as well as many had hoped, but it had nothing to do with Mara's gritty performance. As it turns out, we're a fool for a good transformation role too.

I?ve eaten at a number of the Habaneros?restaurants over the last couple of years, including El Cerro on University Boulevard, and the Habaneros in the Walmart Shopping Center in Casselberry.? My husband likes the food at Habaneros, so we pop in?a couple of times a month?at the location in Oviedo, about a block from?Home Depot. (I have no sense of direction so it could be a little more than a block.)? Habaneros is at 829 Eyrie Drive in Oviedo in what was once the Oviedo Inn, and later, Toucan Willie?s.

The atmosphere at Habaneros is relaxed, casual, and clean.? They have a?porch area, a?good-sized dining room, and a bar.?Images of?sun gods and personified singing peppers provide minimal wall decoration.?What I find unusual is that while the food is served on stoneware plates, the drinks are served in paper cups.? The margaritas are wonderful, but I find?the paper cups, well, out-of-place.? (At one time, they served drinks in glasses.)

The menu offers a variety of dishes, including appetizers, soup, and lunch combo plates.? Dinner includes chicken, seafood, steak, enchilada, vegetarian, and combination dinners. Earlier this week, my husband ordered the Grande Special?a burrito, bean?tostado, chile relleno, enchilada, taco.? I had the Beef Steak Picado with salsa verde?steak slices simmered in a spicy green sauce.? We finished dinner with an order of sopapillas, fried flour tortillas drizzled with honey and cinnamon.? The food is quite good, and the quality is always consistent.? Lunch is $6.50 ? $8.50 for combination platters, and $6.75 ? $9.95 for a la carte.? Dinner platters range from $9.50 ? $12.99. Children?s plates are $4.99 (10 and under). All dishes are oversized; you get more than enough food for the price.

Unlike the food, the service is not always consistent nor is it always good.? The servers are good about taking?our drink orders and serving chips and salsa, and the food is usually served quick, but?we often find ourselves?abandoned after?the food arrives.? We went early this week, and my husband finally had to ask for napkins and forks.? They? never brought either, so he had to get paper towels from the men?s room that we?used as napkins.? The situation soon degraded, but I?ll spare you the details for now.? I do recommend?dining at?Habaneros at least once.? You?re sure to enjoy the food, especially for the price, and if your standards for service are flexible, you may have a worthy dining experience.

NJ gov strongly defends lowering flags for Houston (AP)

NEWARK, N.J. ? Gov. Chris Christie has strongly defended his decision to have flags flown at half-staff Saturday for Whitney Houston despite receiving emails and other messages disparaging the singer and criticizing him.

The Republican governor said Wednesday that he rejects complaints that Houston "forfeited the good things that she did" because of her struggles with substance abuse.

"What I would say to everybody is there but for the grace of God go I," he said.

Christie ordered flags flown at half-staff at state government buildings Saturday, the day funeral services are held for Houston at the Newark church she sang at as a child.

Twitter was abuzz Wednesday with reaction to the decision by Christie, whose home is in Mendham, a wealthy town where Houston also had lived.

In online postings, there were two main arguments against the honor for the Grammy Award winner who died over the weekend in California at age 48: One was that it should be reserved for members of the military, first responders and elected officials. The other was that it's wrong to honor a drug addict.

Heather Clause, a Richmond, Va.-based blogger who writes about teen moms and was tweeting critical comments, said in a telephone interview that she was appalled by the planned flag-lowering.

"It's just such a bad example for people," said 23-year-old Clause. She said the decision was like saying if someone sings well, drug use doesn't matter and "you can still be an idol."

In upstate New York, Rebecca Eppelmann, a newspaper copy editor, also tweeted her disgust at the Houston honor, then discussed her views.

"It should be for major events," she said. "It's horrible that she passed away. It's not something that should warrant this."

Christie said he was not saying that Houston, who was born in Newark and was raised in nearby East Orange, is a role model. Instead, he said, Houston deserves the honor because of her huge cultural impact and as "a daughter of New Jersey."

"I am disturbed by people who believe that because her ultimate demise ? and we don't know what is the cause of her death yet ? but because of her history of substance abuse that somehow she's forfeited the good things that she did in her life," said the governor during a briefing in northern New Jersey. "I just reject that on a human level."

The cause of Houston's death at a Beverly Hills hotel has not been determined, and the results of toxicology tests are pending. Investigators found several bottles of prescription medication in the hotel room where she died Saturday, but authorities said they weren't an unusually large number.

The governor noted he has ordered flags flown at half-staff for all 31 fallen New Jersey soldiers and every fallen police officer during his time in office.

He also ordered flags lowered last year for Clarence Clemons, the saxophonist for Bruce Springsteen's E Street Band.

In Newark, residents were irritated to hear of criticism of the governor's decision to honor Houston, who acknowledged her drug abuse in interviews.

Resident Anna Simpson said she admires Christie for honoring Houston because "if it were Bruce Springsteen or Jon Bon Jovi, nobody would bat an eye."

Simpson was at New Hope Baptist Church Wednesday, where Houston's funeral will be held, to pay her respects on her way home from her airport job.

"She never forgot where she came from," Simpson said. "She was real. We would see her and be like, `She's one of ours,' and she always made us proud, no matter what happened."

After Houston became famous she continued to make regular trips to the public school she attended in East Orange and to which her family has directed donations be sent in lieu of flowers.

FCC seeks to streamline licensing requirements for 800MHz band

A new proposal set forth by the FCC would modify the Commission's licensing requirements of the 800MHz band by replacing its current site-based model with more contemporary geographic guidelines. Commissioners argue the change is needed, as site-based rules were originally established to consider the propagation of analog signals -- now obsolete by anyone's standards. The move would bring the licensing requirements of the 800MHz spectrum to parity with the 700MHz, AWS and PCS bands and reduce a boatload of paperwork along the way by eliminating current data collection requirements. The proposal would also create a new, two-stage auction process for the unlicensed areas, based on the new geographic approach. The FCC is now seeking public comment, and its PR can be found after the break.

Architect pleads not guilty in LA fireman's death (AP)

LOS ANGELES ? A German architect who designed and built a sprawling mansion in the Hollywood Hills pleaded not guilty to involuntary manslaughter Wednesday for the death of a firefighter who was killed when a water-saturated ceiling collapsed on him as he was fighting a blaze.

Gerhard Albert Becker, who also owned the home, entered his plea in Los Angeles County Superior Court. He was jailed on $2 million bail and ordered to return to court March 1 for a preliminary hearing. His attorney, Chad Lewin did not immediately return a message left for comment.

Becker, 48, was also the home's construction contractor, and authorities say the shoddy way he put it together, including putting a fireplace on the third floor that was designed only for outside use, caused the fire.

"The fire started as the result of gross negligence," Los Angeles Police Chief Charlie Beck said. Beck also said he was not aware of any other case in which shoddy building work led to an involuntary manslaughter charge.

"It's certainly rare," he said.

As the blaze that began in the fireplace raged through the house, authorities said, it melted a plastic sprinkler pipe. That filled a false ceiling that was made of drywall and wood with water and caused it to collapse.

The ceiling gave way as firefighter Glenn Allen was fighting the flames. Chainsaws had to be used to free Allen from the debris, and he died two days later. Five other firefighters were injured.

Allen, 61, had been with the Los Angeles Fire Department nearly 40 years and was less than a year away from retirement. Becker left the country soon after the fire, but authorities said there was no indication he was fleeing to avoid arrest. He is a German citizen and his 90-day visa was about to expire, Beck said.

He was arrested Saturday by FBI agents and authorities when he arrived in Los Angeles from Spain, where he also has a home.

Mayor Antonio Villaraigosa said the arrest should serve as a warning to others not to take shortcuts with building codes.

"The message for all of us today is very clear. Public safety is everybody's responsibility," Villaraigosa said. "Following our city's fire codes ensures your safety and the safety of first responders like Glenn Allen."

MILWAUKEE (AP) ? President Barack Obama is using the resurgence of U.S. manufacturing to make an economic case for his re-election, touring factory floors and promoting a made-in-America message that seemed to fit his political campaign like, as it turned out Wednesday, lock and key.

Most presidents like to surround themselves with proud workers at factories, but Obama has gone further by making the rebounding manufacturing a key plank of his election-year agenda, arguing that the increasingly service-oriented U.S. economy needs to make things in order to prosper in the long run. He opened a three-day political trip with a stop in Wisconsin, a state he won handily in 2008 but is expected to pose more difficulty for him this year.

Obama called for tax cuts for American manufacturers and higher taxes for companies that move overseas, pressing what he hopes will be a winning campaign issue. He also acknowledged that many factories have closed, their jobs have gone overseas and a lot of them "are not going to come back."

"In a global economy, some companies will always find it more profitable to pick up and do business in other part of the world. That's just a fact," Obama said at the Master Lock plant in Milwaukee. "But that doesn't mean we have to sit by and settle for a lesser future."

Departing Milwaukee, Obama was to attend two fundraisers in Los Angeles. The first was an outdoor fundraising reception at the home of soap opera producer Bradley Bell and his wife, Colleen. The campaign expects 1,000 supporters to attend, with tickets starting at $250.

Obama also was to attend a dinner at Bell's home co-hosted by actor Will Ferrell and his wife, Viveca Paulin. Eighty people were expected, with tickets costing $35,800. The fundraising will benefit the Obama Victory Fund, a joint fundraising committee for Obama's campaign and the Democratic National Committee.

When Obama talks up the economy, his focus on manufacturing is an essential ingredient, from his decision to rescue automakers General Motors and Chrysler to efforts to modernize plants and retrain workers. That message matters in places like Wisconsin.

Obama carried Wisconsin by 14 percentage points in 2008 but has watched his popularity fall amid tough economic conditions. Republicans, led by Gov. Scott Walker, captured nearly every statewide office two years ago and GOP leaders expect to target Obama throughout the Midwest this year.

Walker infuriated Democrats with efforts to curtail collective bargaining rights and faces a recall election later in the spring or summer that could serve as a bellwether for Obama in the state. Walker has said a win would deliver a "devastating blow" to Obama's re-election campaign.

Yet he was all smiles he greeted the president at the airport, a Milwaukee Brewers jersey in hand as a gift.

The president hit the road with good political news trailing him. Congress had reached a tentative agreement to extend a payroll tax cut that would mean an extra $40 per paycheck for a typical family, along with an extension of unemployment benefits. The payroll tax break was as the heart of Obama's jobs plan.

He suggested that a range of changes in the tax code could keep the momentum going. Obama has sought a reduction in tax rates for manufacturers and proposed tax credits that would cover moving expenses for companies that close production overseas and bring jobs back to the U.S.

He noted that Master Lock has returned about 100 jobs back to the United States from China since mid-2010 in response to higher labor and logistical costs in Asia.

"Manufacturing is coming back," Obama said. "The economy is getting stronger."

Administration officials contend manufacturing jobs are worth the investment, noting that 11 million people are employed in the sector and those jobs support spinoff jobs and spur a large amount of the nation's research-and-development efforts.

At Master Lock, the factory's setting was perfectly scripted for a president trying to portray a national economy on the mend after weathering an historic recession. Obama spoke in front of a backdrop of stacked orange metal boxes, many scratched and faded, and one of the boxes was stamped "Made in the USA" in black-and-white letters. One of the women he greeted in the factory wore a black T-shirt bearing on the back her company's slogan, "Tough under fire."

The manufacturing sector was taken its hits. Fifty years ago, a third of U.S. jobs were in manufacturing. Now even with the recent rebound, they account for just 9 percent, according to the Bureau of Labor Statistics.

Manufacturers shed 5.8 million jobs from 1999 to 2009 as many companies shifted jobs overseas to take advantage of lower costs and many plants were modernized and automated, allowing companies to do more with fewer workers.

But the sector has shown more vitality in recent months, bolstering Obama's case. Manufacturers added 50,000 jobs in January, the most in a year, and added 237,000 jobs in 2011, the largest annual boost since 1997. Of the 3.2 million jobs added by the economy since February 2010, about 400,000 are in manufacturing.

Others note that at times of high unemployment, Obama's optimistic take on the economy might fall flat with people struggling to pay their bills.

"He has to tread a fine line here trying to sound upbeat about the economy and tout any halfway decent statistics he can," said former Republican National Committee chairman Ed Gillespie. "But at the same time, he's in danger of looking out of touch with how blue-collar workers feel about the economy, which is not good."

Obama plans to take the manufacturing message to Washington state on Friday, touring a Boeing facility at the end of a brisk three-day trip to the West Coast that will include eight fundraisers for his re-election campaign.

Wall Street likes Monti, but still wary of Italy (Reuters)

NEW YORK (Reuters) ? A long, standing ovation greeted Italy's Mario Monti when he entered the packed Card Room on the seventh floor of the New York Stock Exchange last week.

But that does not mean all of the 200 people in the audience were ready to send their money to the Mediterranean peninsula.

In less than three months, the Italian prime minister has led a quick turnaround of Italy and its 1.9 trillion euro ($2.5 trillion) debt, implementing a tough pension reform, showing his ability and will to move Europe's third-largest economy ahead.

With his understated, toned-down style, he could not be further from the flamboyant theatrics of his predecessor, Silvio Berlusconi, which is just what Wall Street likes.

U.S. investors will need to see more action from the 3-month-old government to believe Monti's pledge that the "Euro crisis is nearly over." Italy's reforms must continue at a quick pace and actually generate economic growth before their applause translates into investments.

A solid financial firewall must be established in Europe to prevent crisis from spreading, those who welcomed Monti to Wall Street said after he returned to Rome.

"It's been impressive how quickly the sentiment has changed on Italy," said Charlie Himmelberg, managing director at Goldman Sachs, noting that the euro zone central bank had helped.

"With the ECB's LTRO (Long Term Refinancing Operation) having removed much of the funding pressure on banks, the bigger risk now would be renewed sovereign concerns due to weaker-than-expected macro data. The recession in Italy is continuing; it is only a matter of how long and deep it will be.

"We've been constructive on Italian bonds, but now that spreads have tightened, we are closer to fair value."

The spread peaked at 576 basis points in mid-November. Since then, the 10-year yield spread between Italian and German bonds, a measure of the market's perceived risk, fell to a low of around 345 points last week.

With Italy needing to refinance a massive 60 billion euros by April, bond experts say there is a real possibility of the spread widening again, or at least limited room for immediate further improvements.

"In the best case the (10-year spread) can fall to around 200 basis points by the end of 2013," said Alessio De Longis, with the global debt team at OppenheimerFunds. For the Monti government, after its brilliant start, "the toughest part comes now," he said.

REFORMS, GROWTH ARE ESSENTIAL

"It is a good thing that Monti visits investors," said Blaise Antin, head of sovereign research at TCW, in Los Angeles. "But plenty will ultimately depend on the Italian parliament" and how it will back the tough choices ahead.

A key reform of the job market, aimed at making hiring and firing more flexible, is expected to be reached with unions by the end of March.

During his long stint in office, Berlusconi never met with foreign investors. He sometimes invited Italian businessmen to private dinners, but he left the head of the Treasury and his ministers the task of meeting with foreign business communities.

Lack of growth is the biggest risk Italy faces. The Bank of Italy said last week that Italian gross domestic product is expected to contract by 1.2 percent in 2012. The more the economy contracts, tax revenue will shrink, making it harder for the government to reach its goal of a balanced budget by 2013.

The danger is either missing the commitment or falling into a vicious cycle of further budget cuts and more recession.

Equities and fixed income investors may need time and more hard evidence before they move money into Italy, but some say spring has already arrived for niche sector venture capitalists.

"I cannot talk about specific customers, but we noticed significant interest by strategic U.S. investors for particular activities in Italy right now," said Joseph Del Raso, a partner with law firm Pepper Hamilton LLP and president of the National Italian American Foundation.

More than two dozen people who attended Monti's Wall Street speech said they liked what they heard. "At least he can express himself in proper English," said one woman, who declined to be named. Others applauded his jump-starting Italy's new government, but all agreed it is not enough to restore confidence in Italy.

"Monti did not bring news, but his visit played an important role. We can now say: 'Look, things have changed. We now have competent and serious people leading our country,'" said Gian Luca Clementi, economist at New York University.

Granted, the 200 and possibly more people in the boardroom at the NYSE last Friday were likely biased. A large number were members of the Bocconi Alumni Association of Milan's Bocconi University, where Monti taught for years. Others in the room and on the floor of the stock exchange were of Italian descent.

A trader who demonstrated the exchange's technology to Monti had the logo of Juventus, one of Italy's best-known soccer teams, attached to his identification badge.

"He is capitalizing upon America's longstanding affection for Italy," said Steve Acunto, honorary deputy consul in New York. "You cannot underestimate the presence in financial circles of people of Italian extraction who have affection for Italy."

That affection for Italy and Monti notwithstanding, it will take significant progress to turn it into hard cash.

It looks like our state legislators will get a second chance to reduce our property taxes. Last November, area legislators voted against House Bill 3793, which would have eliminated the tax cap inflation component from our property tax bills when property values declined.

An unintended consequence of tax caps allows taxing bodies to levy the same amount of taxes as the previous levy year, plus the rate of inflation or 5% whichever is less.

So, even as property values decrease, taxing bodies subject to tax caps?are permitted by law to increase the property tax RATES to recover the previous year?s taxes, plus the inflation component ? thereby increasing property taxes even in a declining housing market.

Franks, a Marengo Democrat, has introduced another property tax reduction bill, HB4608,?similar to HB3793, except that this time Franks made it county specific for counties with a population between 300,000 and 400,000.

A fellow legislator had suggested that he should try a pilot program for his home county, since the last bill was defeated 34-73, including all our area representatives voting NO. HB4608 again seeks to eliminate the inflation component of the misnomer ? Property Tax Extension Limitation Law (Tax Caps).

After the 2010 census, the population in Winnebago County was reported to be?295,266. Winnebago County should be very close to 300,000 currently. Even if we are short of the required 300,000, our legislators should amend the bill to include Winnebago County.

No excuses from our legislators this time and remember, your constiuents also includes the taxpayers, not just the officials of the taxing bodies or those receiving services.

Therefore, if property taxes are raised by the city and the school district again this year to the PTELL max, the percentage of property taxes will approach 4% of home value, which could place Rockford in the top spot for property taxes?in the country.

HB4608 was introduced on Feburary 1, 2012?and was referred to the Rules Committee. Demand that this bill be approved or vote to remove the people from office who continue to ignore the plight of area taxpayers!
